Weapon's effect

Flowrider will be removed after 15s or after causing 3 instances of AoE DMG. Only 1 instance of AoE DMG can be caused every 2s in this way. Flowrider can be triggered once every 12s.

Yep — you can actually fish your way to this weapon. After unlocking the fishing system (by completing the world quest "Exploding Population"), you can catch specific fish and trade them at Fishing Associations for weapons. It takes some grind, so be prepared.
